As Baton Rouge Cleans Up, Is It Time For A Flood Scale?

President Barack Obama heads to Louisiana tomorrow to view damage caused by massive flooding last week in Baton Rouge.

Many didn't realize how severe the flooding would be, because it didn't result from a named storm. Some are saying it's time for a flood scale that will warn residents what to expect.
